VGCCC declaration (Victoria)
Why every Victorian raffle needs a declared organisation, what a VGCCC declaration gives you, and how to get one — free, valid 10 years.
To conduct — or benefit from — a raffle in Victoria, your organisation must be declared by the VGCCC (Victorian Gambling and Casino Control Commission). It's a one-time status for the organisation, separate from any individual raffle's permit, and it's required no matter how small the raffle is. Community groups, charities, sporting clubs, and political parties all need it.
Required for every Victorian raffle
The declaration applies to all raffles sold in Victoria, regardless of size — and the benefiting organisation is the one that must be declared. Without a current declaration you can't legally run a raffle in Victoria.
What the declaration gives you
- It's free. There's no application fee.
- It lasts 10 years from the approval date.
- Your organisation is added to the VGCCC's public register of declared organisations.
- It covers the organisation for running raffles in Victoria — it isn't tied to one raffle.
Who can be declared
Your organisation must be:
- Not-for-profit
- Conducted in good faith
- A community, charitable, sporting, or recreational organisation — or a political party

Lodge the VGCCC's minor gaming declaration form — it's free.
The official processing time is up to 28 days, but the VGCCC is usually very responsive. If you're on a tight timeline, call them to ask about expedited processing — they're generally happy to help.

The declaration is only the first step
Being declared lets your organisation run raffles in Victoria — but a larger raffle also needs a minor gaming permit on top of the declaration. The permit kicks in once your total prize value passes Victoria's threshold (an indexed figure, currently around $22,340 — confirm the current amount with the VGCCC). Recording it in RaffleLink
Once you have your VGCCC declaration number (a 5-digit number), enter it under Settings → Verification. That both earns your Verified badge and unlocks selling in Victoria — an ABN check or manual review alone won't unlock VIC.
