Fundraise for an individual (QLD)
Run a single Queensland raffle for someone in need — a medical or disaster cause — under a special Category 3 licence.
Most raffles are run by a non-profit organisation. Queensland makes one narrow exception: an individual can run a single raffle for the welfare of someone who's disadvantaged or affected by a disaster — a medical fund, a fire or flood recovery — under a special Category 3 gaming licence from the Office of Liquor and Gaming Regulation (OLGR). RaffleLink has a dedicated setup path for exactly this.
Queensland only
This path exists under Queensland law, so a special-licence raffle sells tickets in Queensland only. If you're fundraising elsewhere, or on behalf of a registered charity, see Who can run a raffle instead.
The rules in short
- Total ticket sales must be over $5,000. That's the threshold the special licence covers.
- Tickets are sold in Queensland only.
- The licence runs for 4 months — your raffle must be drawn within that term.
- One raffle per licence. You can run another once the first is drawn or cancelled.

Setting it up
Start the fundraiser. On the Register Organisation screen, choose Set up an individual fundraiser (QLD) — "Raising funds for a person in need — medical costs, disaster recovery?" RaffleLink reframes the setup around the individual cause.
Enter the fundraiser details. Instead of an ABN and organisation category, you give the beneficiary's first name ("Only their first name — this can appear on your public fundraiser page"), your relationship to them, and your own address — you're the person named on the licence. You'll also confirm consent: "I have [name]'s (or their guardian's) consent to fundraise for them and to name them publicly."

Building the raffle
You build the raffle the usual way, with two differences:
- Selling states are Queensland only. Every other state is switched off — "Individual fundraisers can sell in QLD only."
- The Compliance step is where the licence lives. In the QLD section you record your Licence Number, Issue Date, and Expiry Date, and upload a copy of the licence. With the number, dates, and document on file, your raffle can go live.
The 'Licence Verified' badge
Recording the licence is enough to activate. Separately, RaffleLink confirms the licence with OLGR and — once it checks out — shows a Licence Verified badge on your public page: "The 'Licence Verified' badge appears once RaffleLink confirms the licence with OLGR." It's a trust marker; it doesn't hold up your raffle.
One raffle at a time
A special licence covers a single raffle, so an individual fundraiser runs one raffle at a time. While one is still open, creating another is blocked — "An individual fundraiser can run one raffle at a time — this organisation already has an open raffle. Draw or cancel it before creating another." Once it's drawn (or cancelled), you're free to set up the next.
